The guy in orange is a private eye, he is following the dude in front of him, and is reporting back to the dude's wife that he think he hasn't been spotted yet.
That's an eye-catching TSB. I painted one last year with my Mum out here in Logan. It's called 'Spring Arrives Early' and its on the corner of Park Road and Kingston Road outside a house. The best thing about it is that I painted the background a bright sky blue and it really stands out in rainy days with its sun on top.
